Yes, UAE legislation has changed to allow for 100% foreign ownership of most free zones, as well as many mainland activities. However, there are exceptions, for example, you may have to have a local sponsor or local service agent for certain professional or strategic sectors. Free zones like DMCC or IFZA have become popular for foreign ownership, and with recent developments to allow for similar benefits for many mainland setups.

Commonly required documents include: copy of valid passport (and visa if applicable), a business plan, proof of a registered address, and for mainland sets, a local service agreement or lease contract. Free zones usually have you submit a completed application that can include shareholder information, and a Memorandum of Association. Businesses that are incorporated in the mainland usually will need a physical office or shop location and whilst the size and location will differ depending on their activity, it is required. Free zone companies can sometimes use virtual office solutions and flexi desk options, especially if they are start up businesses. Offshore companies usually do not need a physical presence. Always double check with the relevant authority, because these rules will be specific to their jurisdiction.

Check if the business name you want is available in the UAE. To do this you first check the Department of Economic Development (DED) portal for every emirate where you want the business established or the relevant authority if you are setting up in a free zone.
